THE COMMUNIST PARTY CELL JOINS WITH BUSINESS OWNER IN PRODUCING-TRDING AND CARING LABOURER’S LIVING ACTIVELY.

 

I.                   SOME FEATURES OF CELL FROM THE ESTABLISHMENT TO NOW:

 
After receving the guideline of City Committee of the Party and Go Vap Dist in building Communist Party organizations – Unions in private enterprise, Saigon Pure Water Private Enterprise (SAPUWA) carried out actively the check of Communist Party members who are working in business. With the result of 03 Communist Party members, after considering all conditions, business proposed Go Vap Dist Committee to set up Communist Party Cell.
 

District party committee accepted and had Decision No. 16 on establishment of Saigon Pure Water Private Enterprise Cell. In March 26th 2003, SAPUWA enterprise had announced the Decision on establishing Communist Party Cell with the full participation of Representatives from City Committee of the Communist Party, leaders of District Party Committee – Dictrict People’s Committee, and representatives of Departments – Unions in District.

 

After this ceremony, in accordance with the Regulation No.16 of Government (with the supplement according to Regulation No.100 instead of Regulation No.19), the Cell set up operation statutes. With detailed regulation, the Cell has the sympathy of business’s owner for creating good conditions to operate, as well as receive the response of unions and labourers in business for all Cell activities.

 

From the establishment to now, the Cell has experienced 02 congress terms. And last time, carrying out according to the guidance of District Party Committee, through Plan No.42 in establishing local Communist Party Committee – private enterprise bloc, the Communist Party Committee has had a Decision on approving SAPUWA Cell personnel including 3 comrades (01 Secretary, 01 Deputy Secretary and 01member of Cell Party Committee among 17 Communist Party members of the Cell).

 

Saigon Pure Wate Private Enterprise (SAPUWA) is considered as one of first private enterprise Cells in Go Vap Dist that has been set up, operated and developed incessantly up to present.

 

II.                THE ACTIVITY RESULT OF CELL DURING LAST TIME, ESPECIALLY ACTIVELY JOIN WITH BUSINESS’S OWNER IN TRADING-PRODUCING AND CARING LABOUR’S LIVING:

Based on Regulation, in all activities, the Cell always determines the core of contents to carry out the Communist Party’s assignment in business as following:
 

 1/ In political thought assignment in unit:

 

Beside campaigning, propagandizing, conducting the policies, guidelines, instructions, resolutions of Communist Party, law of Government…the Cell has determined its major duty: together with business perform educated strategy, build labour team in SAPUWA with method and working procedure to show : “Responsibility – Knowledge – civilization”

 

Hence,during last tim, the Cell is always active with the Director Board in organizing propagandizing acivities, educating, contributing to locate and build cultural character for business: the character of “Humanity” with the 4-clean business philosophy: “Clean person, Clean workshop, Clean product and clean profit”.

 

2/ About assignement of managing unions:

 

The Cell has assigned Communist Party members the tasks of participating the Excutive bOrad of Unions so as to build Unions more strongly:

 

+ 03 Communist Party members joining Labour Union’s Executive Board, (including 01 Chairman and 01 member of Labour Union’s Executive Board).

 

+ 07 Communist Party members joining Communist Youth Union’s Executive Board (including 01 Secretary and members of Communist Youth Union’s Executive Board ).

 

+ 01 Communist Part member is the member of Red Cross’s Executive Board.

 

With the role as the political core, the Cell has lead unions in building actively activity program according to focused phases and program of year, promoted the role as a bridge of business’s owner and labourer, carried out the duty in caring, protecting rights and legal benefits of members as well as labourers in business.

 

The Unions’s operation has received the sympathy of the Director Board, the response of whole staffs. Relying on that, it can create the faith, help labourers to keep their mind on work, strive incessantly for business’s development. For that reason, Unions in business always received high appreciation directly from leaders as one of strong units of District.

 

3/ In assignment of developing Communist Party members:

 

Determining it as one of main tasks, so when the Instruction 44 of Secretariat of Central Committee in initiating Communist party members promulgated and the direction of Dist Party Committee in developing new Communist Party members of private enterprise bloc is effective, Sapuwa Cell has proposed Major Resolution in developing Communist Party members “Ho Chi Minh class”; Cell carried out Resolution to Communist Party members and Unions in business, performed according to procedure and process of developing Communist Party members.

 

 

The result: From the establishment to now, the Cell has cultivated and initiated 12 new Communist Party members, received 06 ones from other places and moved 04 ones for work. At present, the total of Communist Party members in Cell is 17 comrades. And now there are 02 cases that are being examined personnal history and 05 cases that are being considered to recognize as sympathizers.

 

With the achievements in developing Communist Party members, in 2004, the Cell has been recognized as one of Cells performing well duty of developing Communist Party members in accordance with Instruction 44 of Secretariat of Central Committee.

 

 4/In building Communist Party Organisation:

 

The Cell has often reminded Communist Party members to speak, write and work according to Communist Party Regulations, perform seriously the campaign “Following the Ho Chi Minh example in studying and working”, pioneer in obeying the rule, reglation of unit… through registration of Communist Party members in conducting their duties monthly with appreciating result for every member in meetings periodically by criticism and self-criticism form.

 

Therfore, in 4 sucessive years (from 2004-2007), the Cell had been recognized as strong Cell, especially in 2006 and 2007 considered as the typical, immaculate and excellent Cell of district.

 

5/In joining actively with business’s owner in producing-trading:

 

As the Cell is established, operated, developed in private enterprise and received the acception, trust of business; the Cell has realized that : “the survival and development of SAPUWA Company is also the survival and development of SAPUWA Cell”, so the Cell has been actively joined with business’s owner in producing-trading activities as following:

 

- Assign 03 Communist Party members to join with the Operation Board in managingall activities concerning prodcing-trading process of business(among them there has the Secretary of Cell).

 

- Participate to make suggestion to business’s owner in assigning, accrediting Communist Party members, staffs having skill, ability, virtous character to main positions of departments, divisions(for example: 01 Communist Party member is the Administration-Organisation- Personnel Manager, 02 ones is the secrtary of Director Board, 02 ones is store managers – store of introducing and distributing Sapuwa products, 03 mones are assigned: contract, development and customer management in Sales Dept., 01 one is in charge of ensuring product’s quality, 01 one woprks in producting phase, 01 one is responsible for technique, 01 works in Accounting Dept, 01 works in Warehouse Division, 01 works in delivery division…)

 

- Besides, the Cell has instructed Labour Union; just the Communist Party members in Labour Union’s Executive Board as the cores promote the role of labourer’s representative, conduct labourer’s policy together with business’s owner according to  law: disseminate labourer to understand and perform well the labour contract’s content, obey seriously the annually collective labour agreement. Frequently update, adjust, supplement Labour agreement following new rule of Labour law, ensure 100% staffs to sign the labour contract and be cared as the rule…

 

- The Cell has managed all members with Unions to promote their core parts in propagandizing, campaigning members and labourers to conduct professional tasks well of their assignment, obey rhe rule, regulations of business so as to distribute with business to complete planned producing-trading strategy.

 

- Support business’s owner in organizing propaganda session, carry out law for labourers and campaign business’s owner and labourers to execute Communist Party’s policies, Government law in sanitasing environment, performing well safety at work, maneuvering fire-fighting, ensuring political security, social security and order in region and unit.

 

- Campaign business’s owner and labourers to take part in social humanitarian work launched by unit, local and Government levels. So Saigon Pure Water Private Enterprise  (SAPUWA) has been received many certificates in achieving “For the poors” activities from Vietnamese Hcommunistc Fatherland Front Committee and Departments, levels of Government.

 

6/ In caring labourer’s living:

 

Realising that labourer is one of important elements in strong development of business, beside performing policies in accordance with rule… the Cell with Unions have made suggestion business’s owner to organize activities and carried out many policies of looking after material and spirirual living for labourers by many ways such as:

 

     - Build free comfortable collective dining-room for labourers.

- Build entertainment area with many models: canteen, cable TV for break time or clubs with billard, chess, ping pong…

 

 - Contribute to conduct business philosophy 4-clean and manifesting the attention of business’s owner to labourers, business has operated barber shops for men and women, clubs: DVD and VCD for presenting film or training computing in every Saturday. Establish a youth library, management library… in order that labourers have good condition to update knowledge, approach information technology and entertain after working.

 

- Moreover, with workers who live far from home, have difficult situation, business arrange the stay areas for them to keep their mind on work. As a result, business has solved residences for many workers with families living at factory as well as SAPUWA store of introducing and distributing product.

- Organise maneuvers, festivals of competition, shows, performances on occasion of the Sapuwa establishment day’s anniversary, vacation programs, annually picnics so as to create playing-field for labourers to have more conditions in entertaining and showing their ability in sports, performance…

 

-The Cell has managed Labour Union to exchange with business to conduct well “Grassroot democratic regulation”, assigned Communist Party member – the Chairman of Labour Union of listening and grasping staff’s expectation in business in order that business can solve timely and give solution to support staffs having difficult situation. The result is that business has opportunely helped many workers of production division to learn more, improve their skill and create opportunity to assign them to better position after graduation.

 

- Besides, the Cell with Unions has campaigned business’s owner to buy life insurance for key staffs who worked many years in company or finish their assignment well in order to show business’s care to labourers.

 

- Especially, on proposal of Cell and Unions, in spite of being private enterprise, business’s owner always pay attention to staff’s living by accepting for staffs to be off in turn as paid vacation so that they have time to take care their families.

 

- Furthermore, business’s owner also pay attention to future generation – children of staffs through allowance decision for pregnant workers, even male workers having preganant wife also receive allowance 400.000 VND/month so that they have condition to improve helath in pregnancy time and take care of embryo well (time of allowance is 01 year after first receipt.)

 

With these above typical activities, the Cell has contributed with business to “build stable human resource”.

 

In one side, help labourers to keep their mind on working, see their development opportunity and future in life, create the faith and joyful for labourers to have strong attachment to business.

 
In other side, help business to heighten awareness of responsibility, promote initiative, creativeness of labourers through work’s effectiveness, raise the productivity, boostproducing-trading operation, affirm Sapuwa product’s prestige and quality as details: all finished-products always are ensured in accordance with standards of domestic and international strictquality management system on “Safe-quality food” SQF 2000/HACCP/GMP/SSOP/ISO 9001:2000, monitored and appreciated, certified by SGS International Organisation – Switzerland.
 
The producing-trading activity as well as customer care service always satisfies customer’s demand timlely… Hence, the operational effectiveness of business is always improved more and more, labour situation is stable at any time, there has no dispute or strike in business…
 
It also shows that the faith of labourers to business’s owner, the Cell and local Labour Union as well as unions in business is the motivation that helps labourers to finish their working duties, actively join in activities so as to build cultural living in business following to “Humanity” cultural character.
 
Affirm that effectiveness and achievement of business have important contribution of Cell and Unions in unit, this is also a motivation to impulse labourers to study more, strive, build a judicious self- motivation to reach glorious Communist Party’s light
 

Once again, the above opinion affirms: the guideline of Communist Party’s levels in building Communist Party Organisation – unions in private enterprise is extremely correct and necessary in this period.

 

This is the report of Saigon Pure Water Private Enterprise (SAPUWA) Cell about joining actively with business’s owner in producing-trading and caring labourer’s living.
